PUBLIC SECTOR LEADERSHIP AND LEARNING
The study evaluates the public sectors leadership in relations to its development, through collaboration with institutions of learning. Formulation of relevant programs to advance the public sectors service in term of leadership mandate to the public is assessed. However, institutions of learning are the rare and key factor of holistic development of this sector in relations to leadership issues and research.

The role of public relations in any given organization aims at enhancing communication between individuals or the publics that are interrelated with the organization. More so, acquaintance with the masses enhances the relationship management of the institution or the organization, hence develop approaches to maintain it (Desouza 2009). On the other hand, the role of public sector determines the leadership and the management of the public issues in relation to service and development. Determination to improve the sector leads to involvement of a rare sector which is the education for advancement of the services in terms of leadership services (Andersen 2010). Involvement of learning institutions determines development of the sector as an aggregate issue with the adjustment of factors to enhance service delivery and competency in attaining the mandate (Orr & Bennett 2010a).
The main form of accessing the publics recently is the continuous advancements and integration of technology hence the development of leadership strategies to remain relevant within their mandated goals. Public sector strives to improve the practices mandated to them by enhancing development though continuous attainment of knowledge, to improve both domestic and external relationships within the state and other offshore states (Orr & Cordoba –Pachon 2009). All the effort is geared to maintaining and monitoring its efficiency in leadership service and development to the publics, they ought to serve. Through learning and developmental research, factors of improvement are generated such as incorporation of technology to improve its practices in leadership (Orr & Vince 2009). Research that is done is pre determined to involve a body that has the capacity to develop the vision, with institution of learning presenting these qualities; hence both gain, with progress seen in public sector leadership and learning programs development for future leadership preparation in the sector (Wallis 2009).
The purpose of the study is to evaluate the public sector leadership strategic move of incorporating learning as a source of improving the service to the citizen, by enhancing the public relations and other services that are within its scope. This can be seen in the case of Taif University in Saudi Arabia which has the country’s government, collaborate with the administration as many state governments have resulted for, to develop more research in areas of specific scrutiny, therefore improve performance of the its practices to its citizens. In affirmation, the study aims at deriving the relationship between Taif University educational programs and the public sector leadership, by examining other studies done in the past correlating to the public service and leadership, in relation to its preference through education.
This study focuses on exploring the public sector in Saudi Arabia and the relationship with Taif University of Kingdom in relations to how learning and other educational enhance the its practices and development of its public relations to the citizens. The institution has a variety of other affiliate colleges with different perspective in regards to educational programs such as sciences, and arts. The public sector determines the reforms within their policies which are varied form aspects such as health, education and so on (Van Wart 2003). To fully understand the situation the study will evaluate variety of studies in respect to public sectors and developmental practices introduced to improve leadership.
