However, there are various primary factors that have contributed to the increased  homelessness. For example, the ever increasing shortage of housing that is affordable to all the citizens thus forcing individuals to inhabit places that are in poor  conditions with inadequate supply of water and other essential services. In addition to that , the increased poverty levels have tremendously influenced the rate of homelessness as a result of unemployment, domestic violences , substance abuse and mental illness. Therefore, from the experience I have had with homeless individuals, homelessness can be triggered as a result of individual character or structural.  Due to the increased number of households experiencing homelessness as a result of  lack of housing that is affordable, women and children are always the victim, making them to depend on the social service systems. Homelessness can have significant effects especially on women and children. These is evidenced by the existence of high incidences of chronic health conditions among homeless women resulting to their children suffering from mental and physical health problems which affects their school performance. In order to provide healthy living environments, parents often hand over the care of their children to family, friends or supportive agencies.

Role of social institutions in addressing the issue of homelessness
Services are often provided to those individuals with low income by the social service agencies. However, majority of the people have a negative attitude towards social services because of the way they carry out their duties. For example, individuals have to line up in order to have a chance of getting  welfare checks as if it were their only life ambition(Dotolo, 2007).Even though in some occasions this might be true, people who make use of the social service agencies  in most of the cases, its because of the need but not preference. The social service institutions have also helped in providing housing support services to individuals who are homeless. This is always through funding by the government, a strategy of maximizing social inclusion and minimizing social exclusion. This effort has been achieved as a result of wider developments within the social working  profession. However, political interests among various nations have always shifted away from the improvement of housing conditions toward designing and implementing policies that have encouraged private home ownership. This has resulted to negligence of  individuals who are disadvantaged and vulnerable in the society via illness, poverty, impairment, inadequacy and old age. In addition to that, the impact of housing in relation to well being and health have often received little attention in most of the health policies as a result of the resulting difficulties that are associated with establishing  the relationship nature and the significance of policy interventions(Cameron,2010).
Social conflict, functionalism , symbolic interactionalism, postmodernist theories view on homelessness
Social conflict theory states that , groups and individuals within a particular  society often have distinct  amounts of non-material and material resources thus resulting to the use of power by the powerful groups in exploiting thoseindividuals with less power. For example, the people in the political arena often make policies that act in their favor rather than the whole population. Functionalism theory focuses on the social organization that are maintained in the whole society. They look at various structure of the society and how they  function to meet the needs of the people. This theory views homelessness   as inevitable and helps the society to function well. It also points out that, an individual remains in this class for  long period of times unless their exist a change for one to move up which is often slow and gradual. Postmodern theory views a society as a fractured,incoherent and unstable and often find its appeal among the groups that have suffered marginalization. However, it has been depicted as a theory that  lack large audience and of less relevance in the society.
Symbolic internationalism theory views a family as a unit that interacts with various personalities. It focuses on the way people interact using  symbols such as roles, rules,words and gestures. The theory is based on the ways human beings come up with set of symbols that are complex thus giving meaning to the globe.

Conclusion
Homelessness is as a result of an individual and existing structures in various countries. Individuals who engage themselves in drug abuse and violent acts often result to them not able to afford adequate housing. On the other hand, the way policies are made, may not take into consideration the needs of all citizens thus making others to be socially excluded.
